Hanoi Chairman requests Ba Dinh ward to innovate leadership methods

On the morning of December 7, Supervisory Delegation No. 01 of the Hanoi Party Committee, led by Comrade Vu Dai Thang, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, worked with Ba Dinh Ward to supervise the leadership, direction and organization of implementation of a number of key and urgent topics associated with the year-end review work in 2025.

Reporting at the working session, Party Secretary and Chairman of the People's Council of Ba Dinh Ward Pham Quang Thanh said that immediately after the two-level local government model officially operated from July 1, 2025, the Standing Committee of the Party Committee of the ward promptly innovated its leadership method, closely following reality, ensuring the principle of democratic centralism and promoting the responsibility of the head in association with collective responsibility. Working regulations were reviewed and supplemented; the work program was specified monthly and quarterly, clearly defining the focus and breakthroughs in the apparatus transition period.

At the same time, the ward has strengthened the propaganda work and thoroughly grasped the regulations of the Central and the City on the organization and operation of the two-level government model. Ten working groups directly managed by the Standing Committee and the Standing Committee have been established to regularly grasp the local situation, promptly handle arising problems, and ensure the smooth and uninterrupted operation of the apparatus. Grasping the grassroots and promptly removing difficulties are identified as the requirements throughout the initial phase of implementing the new model.

Perfecting the two-level government model to tighten discipline and order

As the political and administrative center of the country, Ba Dinh ward has identified the key tasks as tightening discipline and administrative order; innovating Party cell activities; strengthening inspection and supervision of public services; standardizing the year-end assessment and review process in the direction of self-reflection and self-correction, taking practical results as a measure. Thereby, the effectiveness and efficiency of State management are improved, meeting the requirements of tasks in conditions of large workload and high pressure.

In implementing key topics, especially digital transformation, administrative reform and urban order management, the Standing Committee of the Ward Party Committee has issued regulations, established steering committees, and clearly assigned people and tasks. Two priority breakthroughs are the application of technology in management and urban renovation and reconstruction, associated with the task of building a "disciplined - civilized" ward. Clearly identifying the breakthrough helps to concentrate resources, avoid spreading, and improve the quality of implementing key tasks.

Thanks to the above solutions, in 2025, the ward's political system will complete and exceed many socio -economic development targets; national defense and security will be maintained; digital transformation and administrative reform will make progress; the urban landscape will be brighter, greener, cleaner and more beautiful; anti-corruption, thrift and anti-waste work will continue to be improved. These results are the basis for the ward to enter the next phase with higher requirements on the quality of governance and service to the people.

Entering 2026, Ba Dinh Ward set the goal of continuing to perfect the two-level government model in the direction of streamlining, effectiveness and efficiency; considering reviewing and evaluating cadres and party organizations as key tools to tighten discipline; at the same time promoting digital transformation, improving the quality of service to the people, creating a foundation for implementing the Resolution of the 1st Ward Party Congress. The focus on Party building and building the political system at the grassroots level is closely linked to the requirement of innovating leadership methods in the context of the new model.

At the working session, members of the Supervisory Delegation exchanged many opinions to help the Standing Committee of the Ba Dinh Ward Party Committee promptly remove difficulties and obstacles; overcome limitations to successfully complete assigned tasks. The contents focused on analysis include: the arrangement of public administrative service points; technical infrastructure, environmental sanitation; demarcation of authority between departments; progress of site clearance; organization of political and cultural events; decoration and visual propaganda. He emphasized that this is an important time when the City Party Committee and the City People's Council have approved the growth target of 11% in 2026, requiring the synchronous efforts of the entire political system. In particular, the proactive and creative role of the grassroots level is an important factor to realize the tasks of developing the Capital.

Many mechanisms and policies still depend on the guidance of the Central Government, so localities must be flexible, not wait, not delay. The requirement is to strictly comply with regulations and proactively propose and recommend contents beyond their authority so that the model can be completed soon and operated effectively.

Regarding the organizational structure, comrade Vu Dai Thang emphasized that the division of departments and offices must comply with current regulations. While waiting for the mechanism to be completed, the ward needs to proactively establish specialized teams within the departments to handle professional tasks, avoiding passivity in implementing work. With the characteristics of a large and diverse workload, the requirement to proactively arrange and deploy forces must be clearly understood in each unit and individual.

Appreciating the characteristics of Ba Dinh ward as the political and administrative center of the country, Chairman of the City People's Committee Vu Dai Thang acknowledged the significant amount of tasks that the ward must undertake, from site clearance, organizing important political events to performing authorized tasks. Regarding the work of serving the people, he assessed the results of improving the satisfaction index, the number of negative reflections on service attitude decreased, thereby affirming the effectiveness of the management model with responsibility attached to the head. This is an important basis for the review at the end of 2025.
