Over the past period, the protection of consumer rights has always been a priority for all levels, sectors, and localities in the province, implemented through various solutions. This has helped protect the legitimate interests of consumers, enhance the responsibility of production and business units, and increase the value of products.

For over three years now, Mr. Nguyen Van Tuan, residing in Dong Le ward, Dong Ha city, has gradually become a regular customer of the supermarket system in the city due to its convenience, cleanliness, attentive service, and especially the trust it has in product quality thanks to the transparency of pricing and product information.

“With the development of new forms of commerce, I think not only I but many consumers in the province are gradually changing their daily shopping habits in a more positive direction. Whether shopping at traditional markets, retail stores, or supermarkets, we prioritize choosing products with clear origins, valid expiration dates, and publicly displayed prices… to protect our health and money, and to prevent counterfeit goods, products of unknown origin, or goods that do not meet food safety standards from infiltrating the market. This is also how consumers protect their legitimate rights,” Mr. Tuan shared.

As a reputable retail business in the market, Co.opmart Dong Ha Supermarket is always clearly aware of its responsibility in supplying quality goods to consumers. From the very first step of selecting suppliers, the company always prioritizes domestic manufacturers, especially high-quality Vietnamese products with certifications from the Ministry of Health for food safety and hygiene, and with ISO or HACCP certifications.

Ms. Ho Thi Thanh Duyen, Deputy Director of Co.opmart Dong Ha Supermarket, stated: “Protecting consumer rights is the top priority of Co.opmart Dong Ha Supermarket. Therefore, in our business operations, we always focus on ensuring product quality, pricing, service, and customer care. All goods have complete legal documentation proving their origin, source, invoices, and other relevant documents. We believe that protecting consumer rights is both an obligation and a right of the business. This not only benefits consumers but also helps the business boost product sales and develop its production and business activities.”

Over the years, consumer rights protection in the province has seen positive changes. Provincial authorities and departments have been taking practical actions to better protect consumer rights.

The implementation process has brought about significant changes in raising awareness, understanding the role, responsibility, and effectiveness of consumer rights protection. Departments and agencies have intensified the dissemination of the Law on Consumer Rights Protection and related decrees and circulars with diverse content and forms; promoted the "Vietnamese people prioritize using Vietnamese goods" campaign; and educated and warned consumers on how to choose purchasing methods, identify genuine and counterfeit goods, and low-quality products... all aimed at improving understanding and awareness of the role and significance of consumer rights protection.

In particular, authorities have intensified efforts to combat smuggling, trade fraud, and counterfeit goods to stabilize the market and protect the legitimate rights and interests of consumers. They have strengthened inspection and management of their respective areas, proactively monitoring market conditions, price fluctuations, and the supply and demand of goods; and conducting inspections of production and business establishments, especially in mountainous and remote areas, to promptly detect and strictly handle violations in accordance with the law.

In 2023, authorities in the province conducted inspections, detected, arrested, and processed 2,073 cases (trading and transporting prohibited goods and smuggled goods: 1,230 cases, commercial fraud: 838 cases, counterfeit goods: 5 cases) with the value of infringing goods totaling 25.7 billion VND; and imposed administrative penalties in 1,648 cases, collecting 61.5 billion VND for the state budget...

In order to call upon, motivate, and encourage the participation of state agencies, social organizations, businesses, and consumers in consumer protection activities, the Provincial People's Committee has issued a plan for implementing consumer rights protection work in the province in 2024.

Specifically, the plan identifies that consumer protection efforts in 2024 will continue to be linked to the theme "Transparent Information, Safe Consumption." This theme emphasizes the significance and importance of clear information and transparent goods for consumer safety during the selection, payment, and use of goods and services, especially in the context of increasing violations of consumer rights in the online environment.

The Provincial People's Committee directs localities, agencies, units, and businesses in the province to strengthen specialized inspection and examination activities to detect and promptly handle cases showing signs of violating consumer rights, especially in the following areas: food safety and hygiene; intellectual property, trademark registration and product expiration dates; standard contracts and general terms and conditions of transactions...

Regularly inspect and monitor the market and resolutely handle violations of the law to protect consumer rights. Organize propaganda activities and promote the implementation of consumer protection work, contributing to raising consumers' self-protection awareness. On the other hand, encourage businesses, supermarkets, and shopping centers to allocate resources to organize promotional programs and customer appreciation events such as: giving gifts, discounts, supporting product warranties and maintenance, advising on the safe and economical use of consumer products, etc.

Besides the active involvement of authorities, consumers also need to proactively understand and be aware of their rights when buying and selling; actively report information about acts that violate consumer rights to competent units so that organizations and individuals providing goods and services become more conscious of ensuring consumer rights, resolutely saying "no" to products with unclear information and organizations and individuals providing goods and services but disregarding the rights and health of consumers.
