
In his opening speech, Associate Professor-PhD Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics and Vice Chairman of the Central Theoretical Council, emphasized that this is a significant activity, aiming to concretize the agreements between General Secretary To Lam and President Vladimir Putin during his recent visit to the Russian Federation, contributing to strengthening the traditional friendship and comprehensive strategic partnership between the two countries.
The event took place in the context of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations. This is also a successful continuation of the high-level delegation exchange programs organized by the Ho Chi Minh National Academy of Politics in collaboration with the Russian Presidential Academy of Public Administration and Economics (RANEPA), which took place continuously in 2025, including a training course for 35 leaders, department-level managers, and deputy ministers of the Russian Federation in Vietnam in September and a working delegation of the Ho Chi Minh National Academy of Politics to Russia last October.

The week-long training and exchange program with senior civil servants of the Russian Federation is designed in two programs with six general topics and separate topics, focusing on urgent theoretical and practical issues of mutual concern to the two countries.
According to Associate Professor-PhD Nguyen Manh Hung, the general topics include: Innovation of the current organizational structure of the State apparatus of the Socialist Republic of Vietnam; Vietnam's development strategy to 2045; National governance characteristics and thinking, vision of administrative reform in Vietnam at present; Overall program on effective administrative reform in Vietnam for the period 2021-2030; Operational mechanism of the Central Vietnam - Russia Friendship Association; Advanced projects and plans along with core values in the relationship between Vietnam and the Russian Federation, vision, development orientation in the new context.

The remaining topics and practical topics are divided into two programs. Program 1: Promoting the human factor, taking people as the center, the driving force of sustainable development in the field of public administration; Program 2: Building state mechanisms and policies in the field of discovering, supporting and developing the abilities and talents of adolescents and children.
With the significance and importance of the training program, the Academy has invited a team of experts, leading scientists, and experienced managers from the Ho Chi Minh National Academy of Politics, the Ministry of Home Affairs, the Government Office , the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, and the Ministry of Foreign Affairs to directly compile and present the topics. The team of lecturers and reporters are experts, leading scientists, and experienced managers from the Ho Chi Minh National Academy of Politics, the Ministry of Home Affairs, the Government Office, the Central Committee of the Youth Union, and the Ministry of Foreign Affairs.
At the ceremony, Mr. Alexey Komissarov, Director of the Russian Presidential Academy of Public Administration and National Economy (RANEPA), recalled the event of General Secretary To Lam visiting the Academy in May 2025 and receiving the title of Honorary Professor, marking a new height in the cooperative relationship between the two countries and the two academies. Mr. Komissarov emphasized the importance of cooperation in assessing the capacity of civil servants and proposing improvements to the public administration system, especially in the context of Vietnam promoting administrative reform and preparing for the upcoming Party Congress.

Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko also affirmed that education and training is an important component of the comprehensive strategic partnership, with more than 6,000 Vietnamese citizens studying in Russia. He said that joint educational projects are being vigorously promoted, including the establishment of a Russian school in Hanoi and a nuclear science and technology center in southern Vietnam.
