The 15th Provincial People's Council held its 18th session

In his opening remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: The eighteenth session of the XV Provincial People's Council is being held immediately after the regular session at the end of 2023 to address important and urgent issues, promptly meeting the requirements of socio-economic development, national security and defense, and social welfare of the province in the current period and in the future.

At the session, the Provincial People's Council discussed, considered, and approved eight draft resolutions, including two resolutions on planning, two resolutions on public investment plans, two resolutions on approving and adopting investment policies, one resolution on staffing, and one resolution on the content and tasks of local budget expenditures.

The issues to be considered and decided at this session are important matters that directly impact the province's development. To ensure the success of the session, the Chairman of the Provincial People's Council requested that the delegates uphold a high sense of responsibility, promote democracy, focus their intellect, and actively participate in discussions and contribute opinions on the issues presented at the session. This will ensure that the resolutions passed by the Provincial People's Council are of high quality and can be quickly implemented; contributing to the achievement of the province's socio-economic development goals for 2023 and subsequent years, meeting the requirements and aspirations of voters and the people of the province.

Subsequently, the session heard presentations on: the approval of the revised Ninh Binh Urban Master Plan until 2040; the issuance of a Resolution stipulating the content and tasks of expenditure for maintenance, repair, and emergency handling of dike incidents under the local budget for the dike system in Ninh Binh province; the approval of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050; the decision on the investment policy for the Ninh Binh - Hai Phong Expressway construction project, the section passing through Ninh Binh province; the decision on the investment policy for the project to reinforce irrigation canals combined with rescue and relief roads from Road 481C to the Day River dike, Khanh Trung commune, Yen Khanh district; and the adjustment of the medium-term public investment plan for the period 2021-2025 using local budget funds (7th adjustment). Regarding the detailed allocation of the 2024 public investment plan using central government budget funds; and regarding the approval of the supplementary total number of employees (officials) in public preschool and primary education for the 2023-2024 school year for the Education sector of Ninh Binh province.

Comrade Nguyen Van Dinh, Head of the Economic and Budget Committee of the Provincial People's Council, presented the report on the results of the Economic and Budget Committee's verification.

The session also heard reports on the verification results from the Economic and Budget Committee and the Legal Committee. Accordingly, the draft resolutions submitted by the Provincial People's Committee to the Provincial People's Council at the session were within the proper authority and complied with the prescribed procedures. The Economic and Budget Committee and the Legal Committee proposed that the Provincial People's Council consider, decide on, and approve eight draft resolutions, while also suggesting additions and amendments to some contents to ensure legal basis.

During the plenary session, delegates unanimously agreed with and highly appreciated the presentations and draft resolutions, which were prepared seriously, meticulously, and with high quality, ensuring compliance with prescribed procedures. They also affirmed that the issuance of these resolutions is necessary and provides an important legal basis for implementing mechanisms and policies in accordance with the law, contributing to creating momentum for economic development and ensuring social welfare in the province. Many delegates offered suggestions regarding the legal basis, practical foundation, and resources for implementation, ensuring that the resolutions, once adopted, will be highly feasible.

Next, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, discussed several issues related to the recommendations of the Provincial People's Council delegates, and agreed to adjust the content of some draft resolutions to ensure consistency and compliance with the law.

With strong consensus, the Provincial People's Council voted to approve eight draft resolutions on planning, public investment plans, expenditure tasks, and staffing.

In his closing remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed: After a period of diligent and active work in a democratic and responsible spirit, the eighteenth session of the XV Provincial People's Council successfully completed its agenda and program. The delegates of the Provincial People's Council demonstrated a sense of responsibility, discussing and contributing many insightful opinions to the session's agenda; unanimously voting to approve eight draft resolutions on planning, public investment plans, expenditure tasks, and staffing with very high consensus.

The Chairman of the Provincial People's Council requested that immediately after this session, the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, tasks, and powers, focus on organizing and implementing the resolutions to ensure they are put into practice and achieve good results.

Regarding the resolution on the adoption of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, and the resolution on the adoption of the revised Ninh Binh Urban Master Plan until 2040, the comrade requested the Provincial People's Committee to coordinate with relevant agencies and units to focus on directing and urgently completing the procedures and documents for submission to the Prime Minister for consideration and approval.

Regarding resolutions related to public investment plans, resolutions approving and adopting public investment policies, the comrade requested the Provincial People's Committee and all levels and sectors to focus on directing and supporting the removal of difficulties and obstacles, and to promptly implement them to ensure the disbursement of investment capital according to the set schedule and plan; at the same time, regularly urge, inspect, and supervise to ensure the quality of projects, promptly overcome shortcomings and difficulties, improve investment efficiency, and quickly bring projects to completion and use.

The Chairman of the Provincial People's Council requested that the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegate groups, and the delegates of the Provincial People's Council, according to their functions and duties, closely coordinate with the Provincial Committee of the Vietnam Fatherland Front to strengthen monitoring activities regarding the organization and implementation of the resolutions that have been issued, ensuring their effectiveness and efficiency.
