
At the launching ceremony of the Southern Branch of NCA held in Ho Chi Minh City on the afternoon of December 8, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security, said that in recent times, Vietnam has achieved many outstanding achievements in science and technology, innovation and digital transformation. However, cyber security threats have also increased sharply, directly affecting national security and social order.
According to Major General Le Xuan Minh, Ho Chi Minh City is the largest economic , financial, commercial and technological center in the country, where many important digital infrastructure systems, technology enterprises, institutes - schools and a large user community are concentrated. This is also an area with many risks of cyber security and insecurity, with complicated fraud campaigns, intrusion attacks, data theft, and identity fraud using new technology. In that context, the launch of the Southern Branch, jointly organized by NCA and Department A05, is of strategic and urgent significance.
At the ceremony, Lieutenant General Nguyen Minh Chinh, Permanent Vice President of the National Cyber Security Association, said that the launch of the Southern Branch not only comes from the practical requirements of cyber security protection, but also has strategic significance for the socio-economic development of the whole country. Because the Southern region is the largest economic, financial, high-tech industrial, e-commerce and innovation center in Vietnam; the area with the densest and most complex level of online activities. This is also the key area to realize the goals of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, on the development of digital industry - AI - data, ensuring national digital sovereignty.
The Southern Branch was established with the goal of becoming an institution that connects and directly implements cybersecurity tasks, develops human resources, raises awareness, and strengthens defense capacity for the entire region. Thereby, making practical contributions to the sustainable and safe development of Vietnam's digital economy, Lieutenant General Nguyen Minh Chinh emphasized.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that the City is entering a new development phase, with the orientation of forming "3 regions - 1 special zone - 3 corridors - 5 driving forces" with the aspiration to reach regional and international levels. The City identifies science and technology, innovation and digital transformation as important driving forces to create breakthroughs. This is the shortest and most effective path for the City to break through to develop quickly and sustainably.
Cyber security plays a vital role, acting as a “shield” to protect assets, data and national sovereignty, creating a foundation for the stable development of the digital economy and digital government. Strong cyber security will strengthen the trust of people and businesses in the digital environment, promote innovation, and help online transactions and activities take place transparently and safely.
The city is focusing on investing heavily in digital infrastructure, inviting large corporations to invest in metadata centers; recommending the Central Government to complete the legal corridor to protect information security, ensuring the continuity and safety of public service systems and digital activities. The city also encourages research and production of domestic cybersecurity products to increase technological autonomy and reduce dependence on foreign countries.
The establishment of the Southern Branch of the National Cyber Security Association is of special significance. The Branch will be a bridge to strengthen coordination between state management agencies, specialized forces, teams of experts, training institutions and the technology business community in the Southern key economic region. This is the core force contributing to consolidating the foundation for cyberspace protection, effectively serving the development goals of the City and of the provinces and cities in the Southern region.

The Southern Branch is a affiliated unit and an extended arm of the National Cyber Security Association, operating in localities from Da Nang to Ca Mau. Major General Le Minh Manh, former Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security, holds the position of Head of the Southern Branch.
In the coming time, the Association will coordinate with Department PA05, Ho Chi Minh City Police and the press to promote communication to warn about fraud, protect children, prevent online kidnapping and enticement; replicate the model of the "Not Alone" and "Safe Digital Citizen" campaigns; build a toolkit to identify risks and documents guiding online safety practices.
The unit plans to organize training courses, drills, and technical exercises according to the practical needs of localities and businesses; connect institutes - schools - businesses to form a continuous training ecosystem; aim to establish a "Southern Incident Response Training & Support Center"; strengthen international cooperation - gradually master new technologies; establish a Southern Cyber Security Rapid Response Team, coordinate 24/7 incident handling; share warning data, analyze malware, conduct digital investigations with the business community and authorities...
