On the morning of November 6, Yen Bai Provincial Party Committee organized a meeting of the Provincial Party Standing Committee and a meeting of the Provincial Party Executive Committee to conduct the election of personnel to hold the position of Provincial Party Secretary for the 2020-2025 term for cadres introduced by the Politburo.

The conference was held to implement the document of the Party Central Office announcing the Politburo 's opinion on the nomination for election to the position of Yen Bai Provincial Party Secretary for the 2020-2025 term and the Plan of the Yen Bai Provincial Party Standing Committee on implementing the personnel process to complete the position of Yen Bai Provincial Party Secretary for the 2020-2025 term.
Based on the results of implementing the procedures on personnel work in accordance with the regulations and instructions of the Central Committee, based on the proposal of the Standing Committee of Yen Bai Provincial Party Committee, the Politburo agreed to introduce Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of Yen Bai Provincial People's Committee to be elected by the Provincial Party Committee Executive Committee to hold the position of Secretary of Yen Bai Provincial Party Committee.

At the conference, with the absolute votes of confidence of 100% of the delegates present, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Yen Bai province was elected by the Provincial Party Executive Committee to hold the position of Secretary of the Yen Bai Provincial Party Committee for the 2020-2025 term.
Mr. Tran Huy Tuan was born in 1974, Tay ethnic group, hometown in Van Yen district, Yen Bai province. He has a degree in irrigation engineering, bachelor's degree in political economics, master's degree in natural resource and environmental economics; senior degree in political theory.
During his time working in Yen Bai province, Mr. Tran Huy Tuan held the following positions: Deputy Head and then Head of the Board of Management of Investment Projects and Construction of Irrigation Works, Deputy Director of the Department of Agriculture and Rural Development, Deputy Chief and then Chief of the Office of the Provincial People's Committee, Secretary of the Van Yen District Party Committee, Chairman of the Van Yen District People's Council, Head of the Provincial Party Committee's Organization Board, Deputy Secretary of the Provincial Party Committee.
On October 2, 2020, the People's Council of Yen Bai province elected Mr. Tran Huy Tuan to hold the position of Chairman of the Provincial People's Committee for the 2016-2021 term. In June 2021, he was re-elected as Chairman of the Yen Bai Provincial People's Committee for the 2021-2026 term.
