Son La: Election of leadership positions of People's Council and People's Committee

On the morning of October 18, the People's Council of Son La province, term XV, 2021-2026, held the 35th thematic session to review and decide on contents under its authority according to law.

At the Session, the People's Council of Son La province dismissed Mr. Cha A Cua from the position of Vice Chairman of the Provincial People's Council due to being transferred and assigned to other work by competent authorities; elected Mr. Vi Duc Tho, member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, delegate of the Provincial People's Council , term XV, as Vice Chairman of the Provincial People's Council; elected Mr. Ha Trung Chien, member of the Provincial Party Committee Standing Committee, Party Secretary, Chairman of the People's Council of To Hieu ward, as Vice Chairman of the Provincial People's Committee.

Mr. Vi Duc Tho, born in 1976, Thai ethnic group, hometown Chieng Hac commune, Son La province. He has a general education level of 12/12; is a Construction Economics Engineer, Master of Construction Project Management; Senior in political theory. Before being elected as Vice Chairman of the Provincial People's Council, he was a member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, and a delegate of the Provincial People's Council, term XV, 2021-2026.

Mr. Ha Trung Chien, born in 1978, Thai ethnic group, hometown Chieng Mung commune, Son La province. He has a 12/12 education level; major: University of Finance and Accounting and has completed the Master of Business Administration program; Advanced political theory. Before being elected as Vice Chairman of the Provincial People's Committee, term XV, 2021-2026, he was a member of the Provincial Party Standing Committee, Party Secretary, Chairman of the People's Council of To Hieu ward, term 2025-2030.

The Provincial People's Council delegates voted to pass two specialized Resolutions of practical significance for those affected by the reorganization of the apparatus and administrative units according to the two-level local government model.

Notably, the Resolution of the Provincial People's Council stipulates policies and regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial and district levels before July 1, 2025. This Resolution has the scope of adjustment according to the provisions of Resolution No. 07/2025/NQ-CP dated September 17, 2025 of the Government on policies and regimes for subjects affected by the implementation of organizational restructuring of administrative apparatus and units at all levels according to Conclusion 183-KL/TW of the Politburo and the Secretariat in Son La province.

The subjects of application are those who work outside the staffing quota at the Associations assigned by the Party and the State at the provincial or district level before July 1, 2025, and immediately quit their jobs due to the implementation of the 2-level local government organization model, including: Chairmen and Vice Chairmen of working age; Chairmen and Vice Chairmen of working age who are retired; and people of working age working under labor contracts.

Also according to the Resolution, full-time Chairmen and Vice Chairmen with a working period of 60 months or more are entitled to a one-time allowance equal to 4 months of current salary or remuneration. Full-time Chairmen and Vice Chairmen with a working period of less than 60 months are entitled to a one-time allowance equal to 3 months of current salary or remuneration. People of working age working under a labor contract are entitled to a one-time allowance equal to 2 months of current salary. The funding source for implementation is guaranteed from the provincial budget.

Speaking at the meeting, Chairman of the People's Council of Son La province Nguyen Thai Hung requested that the Provincial People's Committee urgently implement the Resolutions that have been passed in accordance with legal regulations. The Standing Committee of the People's Council, the Committees of the People's Council, and the Delegation Groups of the Provincial People's Council should strengthen supervision of the implementation of the Resolutions of the Provincial People's Council.../.
