Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters regarding the field of transport infrastructure investment.

Voters of Cam Thuy district proposed to consider and invest funds to repair and upgrade Provincial Road 523E, from the Kim Man hamlet intersection to Cam Luong gas station. According to the response, Provincial Road 523E has been invested in and built for a long time, many sections have not been invested in synchronous drainage ditches, often causing water to stagnate during heavy rains, causing damage to the roadbed and surface, causing traffic insecurity; the voters' proposal to invest in repairing and upgrading the road is necessary.
Pursuant to Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of provincial road repair projects under the 2024 road maintenance plan. Currently, the Department of Transport is repairing the section Km11+100-Km12+700, Km13+700-Km14+100 with a total investment of about 6.7 billion VND, expected to start in the second quarter of 2024 and be completed in the fourth quarter of 2024. The completed project will facilitate people's travel, meeting the needs of local socio -economic development.
Voters of Lang Chanh district proposed to invest in upgrading and renovating Provincial Road 530D, from Tri Nang commune, passing through Giao An commune, Giao Thien commune (Lang Chanh) and Luong Son commune (Thuong Xuan). Starting point: Km6+500 of Provincial Road 530 (Tri Nang intersection); End point: Km89+600 of National Highway 47 (Luong Son intersection); Length of route to be renovated L=16.6 km. According to the answer: Provincial Road 530D (Tri Nang - Giao Thien - Luong Son) is 16.6 km long, managed and maintained by the Department of Transport; upgraded to a provincial road in 2023 in Decision No. 268/QD-UBND, dated January 16, 2023 of the Provincial People's Committee Chairman. After taking over management in October 2023, the Department of Transport has directed the road management unit to strengthen regular maintenance work to repair minor damage on the route (clearing trees, cutting grass, dredging, clearing sewers, patching potholes, painting and repairing the sign system, Km posts, H posts, marker posts...), ensuring traffic safety on the route.
Pursuant to Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of provincial road repair projects under the 2024 road maintenance plan, the Department of Transport is implementing a project to repair the traffic safety system with a total investment of about 0.6 billion VND, expected to be completed in the third quarter of 2024. Investing in upgrading the route requires a large amount of capital, in the current difficult budget conditions of the province, it is not possible to balance the capital allocation for investment as proposed by voters. In the coming time, the Provincial People's Committee will direct the Department of Transport to coordinate with relevant departments, branches and units to advise and report to competent authorities for consideration of investment at an appropriate time when the capital source is balanced.
Voters of Thach Thanh district requested support to build a railing on Provincial Road 523 in front of the village gate of Da Dun hamlet, Thanh Truc commune. During the rainy season, when the water rises, it causes flooding, making it very dangerous for people to travel, and traffic safety is compromised; voters of Thach Thanh district requested the province to soon take measures to resolve the Cau Do culvert located on Provincial Road 523, which is small and narrow, not ensuring drainage. According to the answer: For Provincial Road 523 located in front of the village gate of Da Dun hamlet, Thanh Truc commune (belonging to the section Km37+500 - Km37+700): The current status of the route is the roadbed width Bn= 6.5 - 7.5m, the road surface width Bm=5.5m; the route runs in the Buoi river basin, so when the river water rises, the above route is locally flooded, the roadside is close to the riverbank, so there is a potential risk of traffic safety when the flood water rises.
For Provincial Road 523, there is Cau Do culvert (at Km36+080): The current culvert has an aperture of 0.75m, draining water for high mountainous basins, so every time it rains heavily, the amount of water flows in a large area, so there is a phenomenon of water overflowing on the road.
To ensure traffic safety for vehicles participating in traffic on the route, it is necessary to invest in additional traffic safety systems (railings, corrugated iron sheets, etc.) and replace old culverts as recommended by voters. Due to limited road maintenance funds, the above culvert location is not yet included in the list of provincial road repair works under the 2024 road maintenance plan. Therefore, in the immediate future, the Provincial People's Committee will assign the Department of Transport to direct road management units to regularly clear the flow through the culverts to ensure drainage; especially during periods of heavy rain and floods; at the same time, consider and approve investment in construction of works in the next year's road maintenance plan when capital resources are available.
Voters of Thach Thanh district requested the Provincial People's Committee to invest in repairing and upgrading the road from Thach Quang commune (Thach Thanh) to Luong Noi commune (Ba Thuoc). According to the response: On February 16, 2024, the People's Committee of Thach Thanh district issued Document No. 20/TTrUBND reporting and proposing to the Chairman of the Provincial People's Committee to consider and support investment funding for the construction of the road project from Thach Quang commune (Thach Thanh) connecting to Luong Noi commune (Ba Thuoc), with a route length of 13.37km. The Provincial People's Committee issued Official Dispatch No. 2240/UBND-THKH, dated February 21, 2024, assigning the Department of Finance to preside over consulting and supporting investment funding for the project. After balancing the capital source, the Provincial People's Committee will direct relevant departments, branches and units to implement the project to repair and upgrade the road according to regulations.
Voters of Nhu Thanh district requested the province to have a plan to handle the situation of water flow congestion, especially during the rainy season, causing about 30 households in village 13 and about 20 households in village 10, Xuan Du commune (Nhu Thanh) to be flooded for a long time, due to the impact of the construction of the road connecting Thanh Hoa city to Tho Xuan airport, from No Hen bridge to Provincial Road 514 through Xuan Du commune, which is being implemented unfinished at some locations where bridges and culverts are built across the road. According to the response, the Department of Transport has directed the Project Management Board and the construction contractor to carry out excavation and expansion of the water flow section at pier M1 of Chua bridge Km11+087.41 to increase drainage capacity; At the same time, direct the maintenance management unit of Tho Xuan - Nghi Son Road to coordinate with the People's Committee of Nhu Thanh District to request households in Village 10 to return the encroached area of Tho Xuan - Nghi Son Road corridor to carry out maintenance work, and clear the right-side ditch to avoid water flow congestion. To thoroughly resolve the above-mentioned flooding situation, the Provincial People's Committee will direct departments and branches to prioritize considering and allocating capital to complete site clearance and implement the project according to the approved design and direct the People's Committee of Trieu Son District to prioritize site clearance for the section from Km9+00 - Km11+087 in Hop Thang Commune to implement construction, ensuring drainage for the area.
Regarding other recommendations from voters requesting investment in bridge and road projects under the management and investment authority of localities; specifically: Tho Xuan district voters requested the province to invest in building a new Bai Thuong Bridge across the Nong Giang River (in Quyet Thang 1 Village). Yen Dinh district voters requested the province to invest in upgrading the embankment road along the Ma River bank running through the old Ban Dong Village 9 road. Ha Trung district voters requested to upgrade and renovate the road leading to the Tam Quy sen forest reserve passing through Tay Ninh village, Yen Son commune with a length of about 5.2km. Thuong Xuan district voters requested the province to invest in concreting the belt road from Provincial Road 519 (Doi Thi Road) along the National dike through Dong Xuan village (Bai Bin) to Hong Ky village (Dong Tranh), Tho Thanh commune, a length of about 3km to serve the transportation of goods by heavy-duty vehicles. Quan Son district voters proposed that the province invest in opening roads to serve people's lives - develop the economy, and disperse the population of Chung Son village from the north bank of Son Thuy bridge to the bridge leading to Thuy Thanh village, a 3km stretch. Muong Lat district voters proposed to upgrade the road from Chai village and Lach village; build a solid bridge across Pong stream in Dong Ban village.
According to the answer: The voters' recommendations and proposals for investment in repairing, upgrading and constructing new bridges and roads mentioned above are appropriate and necessary, meeting the socio-economic development needs of the locality. However, according to the provisions of Resolution No. 176/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council on the decentralization of revenue sources, expenditure tasks; percentage (%) of revenue sharing between local budget levels in the period of 2022-2025, Thanh Hoa province, the investment in these roads is under the expenditure tasks of the district and commune budgets. On the other hand, the Medium-term Public Investment Plan for the 2021-2025 period managed by the province, the Public Investment Plan for 2024 has been approved by the Provincial People's Council and the Provincial People's Committee has allocated detailed capital for programs and projects, so there is no more capital to arrange capital for the above projects. Therefore, it is recommended that the People's Committees of districts review and select really urgent works and projects to proactively balance the local budget or mobilize other legal capital sources for investment. In the coming time, based on the results of annual budget collection and the ability to balance with spending tasks, the Provincial People's Committee will consider and support investment capital when capital conditions are available. While roads and bridges have not been invested in construction, it is recommended that localities strengthen maintenance and repair work from the allocated transportation career capital to ensure convenient and safe traffic for people.
