On the evening of October 12th, Premier Li Qiang of the State Council of the People's Republic of China arrived in Hanoi , beginning his official visit to Vietnam from October 12th to 14th at the invitation of Prime Minister Pham Minh Chinh of the Socialist Republic of Vietnam.

Welcoming the delegation at Noi Bai International Airport were: Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; and Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu.

Premier Li Qiang of the People's Republic of China was born in July 1959; his hometown is Rui'an, Zhejiang (China); he is of Han ethnicity; he joined the Communist Party of China in April 1983; and he holds a Master's degree in Business Administration. Currently, Li Qiang is a member of the Standing Committee of the Politburo and the Premier of the State Council.
Mr. Li Qiang was a member of the Central Committee of the Communist Party of China for the 18th, 19th, and 20th terms; a member of the Politburo of the 19th term, and a member of the Standing Committee of the Politburo of the 20th term.
From 1976 to 2016, he studied, worked, and held various positions in Zhejiang Province, including Deputy Director of the Zhejiang Provincial Civil Affairs Bureau; Standing Committee Member of the Jinhua Municipal Party Committee; Secretary of the Yongkang Municipal Party Committee and Chairman of the Standing Committee of the Yongkang Municipal People's Congress (1996-1998); Deputy Chief of the Office and Member of the Zhejiang Provincial Party Committee (1998-2002); Director and Party Secretary of the Zhejiang Provincial Administration for Industry and Commerce (2000-2002); Secretary of the Wenzhou Municipal Party Committee and Chairman of the Standing Committee of the Wenzhou Municipal People's Congress (2002-2004); Secretary-General and Standing Committee Member of the Zhejiang Provincial Party Committee (2004-2011); and Deputy Secretary and Governor of Zhejiang Province (2011-2016).
From 2016 to 2017, he served as Secretary of the Jiangsu Provincial Party Committee and Chairman of the Standing Committee of the Jiangsu Provincial People's Congress; from 2017 to 2022, he was Secretary of the Shanghai Municipal Party Committee. From October 2022 to the present, he has been a member of the Standing Committee of the Politburo. Since March 2023, he has held the position of member of the Standing Committee of the Politburo and Premier of China.

According to Vietnamese Ambassador to China Pham Sao Mai, Prime Minister Li Qiang's visit is the first visit to Vietnam by a Chinese Premier in 11 years, and also his first visit to Vietnam in his capacity as Premier, demonstrating the importance that the Chinese Communist Party and State, and Prime Minister Li Qiang personally, attach to Vietnam-China relations.
The visit takes place at a very significant time for Vietnam-China relations, coinciding with the 75th anniversary of the establishment of diplomatic relations (January 18, 1950 - January 18, 2025), and immediately following important visits by high-ranking leaders of the two Parties and countries, such as the State visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023), the State visit to China by General Secretary and President To Lam (August 2024), and the working trip to China by Prime Minister Pham Minh Chinh to attend the WEF in Dalian (June 2024).
The visit is a continuation of the tradition of high-level exchanges between the two Parties and two countries, and is of great significance in further strengthening the comprehensive strategic cooperative partnership, promoting the building of a strategically significant Vietnam-China Community of Shared Future in line with the "six more" orientation.
During the visit, Prime Minister Li Qiang is expected to hold important talks and meetings with General Secretary and President To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man. The high-level leaders of both sides will delve into discussions on measures to effectively implement the common understanding reached between the top leaders of the two Parties and countries, further strengthening political trust. In particular, the two Prime Ministers will focus on discussing concrete and proactive measures to promote the expansion and improvement of the effectiveness and quality of cooperation in various fields, bringing substantive cooperation to a deeper level, achieving many practical results, and benefiting the people of both countries.
