Operating the political system's organizational apparatus according to the new model

On the afternoon of December 8, in Hanoi, the Central Organizing Committee held a conference to review the work in 2025 and deploy tasks for 2026. The conference was held in the form of a "paperless meeting room".

Advise on drastic implementation of organization and streamlining

In 2025, in the context of focusing on implementing tasks of the final year of the term, with a large workload, many new and arising tasks, requiring urgent progress, but with high political determination, proactive spirit and responsibility, the Central Organizing Committee (hereinafter referred to as the Committee) has completed the assigned tasks.

Notably, the Committee has strongly advised on the arrangement and streamlining of the synchronous apparatus organization nationwide, exceeding the targets set out in Resolution No. 18-NQ/TW, contributing to the creation of a new strategic and long-term development model; coordinated and advised on the successful organization of Party congresses at all levels, completing them earlier than in some recent terms; advised and helped the Central Executive Committee and the Politburo to prepare well in terms of content, personnel and other tasks to serve the 13th Central Committee meetings as a basis for preparing and organizing the 14th National Party Congress well.

In particular, for the first time, the General Staff completed the arrangement of 100% of Provincial Party Secretaries and Provincial People's Committee Chairmen who are not local people; comprehensively, synchronously and effectively deployed all aspects of Party building and organization work, including completing 58 projects and tasks submitted to the Central Executive Committee, the Politburo and the Secretariat, accounting for more than 40% of the total number of projects and tasks completed during the 13th Congress term; actively innovated working methods, styles, routines and manners; performed well regular tasks, promptly completed and stabilized the organizational apparatus of units after mergers and acquisitions, promulgated regulations and rules and maintained internal discipline, solidarity and unity...

New, higher requirements for Party building and organization work

Appreciating, acknowledging and praising the efforts of the units, Deputy Head of the Central Organizing Committee Hoang Dang Quang emphasized: 2026 is the first year of the 14th Party Congress, the year of the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term. The whole country is implementing revolutionary strategic decisions, posing many new issues and higher requirements for Party building and organization work. In that context, the Central Organizing Committee must closely follow the leadership and direction of the Central Executive Committee, the Politburo and the Secretariat to focus on key tasks.

Specifically, comrade Hoang Dang Quang requested the Central Organizing Committee to continue to focus on advising on the preparation of documents, personnel and necessary conditions to successfully organize the 14th National Party Congress with the highest quality, without any mistakes; at the same time, coordinate in preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; advise on the assignment of work to members of the Party Central Committee, Politburo and Secretariat for the 14th term, and perfect the leadership positions of State agencies for the 2021-2026 term, the Fatherland Front and socio-political organizations.

The staff deployed the concretization of the implementation of the 14th Congress Resolution, built the work program for the entire term and the whole year of 2026 of the Central Executive Committee, the Politburo, and the Secretariat; advised on the operation of the political system's apparatus according to the new model to ensure smoothness, synchronization, and efficiency; focused on reviewing, amending, and supplementing regulations and instructions on the implementation of the Party Charter, functions, and tasks of the apparatus organization; continued to advise on streamlining and organizing the internal affairs of central and local agencies and units.

Along with that, the Central Organizing Committee focuses on advising on building a team of cadres at all levels, especially at the strategic level; advising on amending, supplementing, and promulgating regulations and guidelines on internal political protection work, on grassroots party organization work, party members, and cadre policy work to suit practical requirements.

Comrade Hoang Dang Quang emphasized the need to continue paying attention to performing Party work well, improving the leadership capacity and fighting strength of the Party Committee of the agency and Party cells; regularly taking care of training and fostering the team of cadres and civil servants; continuing to innovate working methods, practices and styles associated with administrative reform; promoting the application of information technology and digital transformation in management and operation.

In the immediate future, the Coordinating Committee will successfully organize the ceremony to commend outstanding Party cell secretaries along with the announcement and awarding ceremony of the 10th National Press Award on Party building (Golden Hammer and Sickle Award) - 2025, ensuring solemnity, thoughtfulness and practical significance, creating a wide spread in the whole society and in the whole Party.

“The 14th National Party Congress is approaching, the country is entering a new phase with the requirement of rapid and sustainable development. That context requires the Central Organizing Committee to continue to affirm its position as an important strategic advisory body of the Party. With that spirit, I request each cadre and party member to uphold their sense of responsibility, constantly self-study and research, further improve the quality of advice, and perform well the assigned tasks,” emphasized the Deputy Head of the Central Organizing Committee.

At the conference, comrade Le Minh Hung and leaders of the Central Organizing Committee awarded Emulation Flags and Certificates of Merit of the Central Organizing Committee to a number of collectives with outstanding and outstanding achievements in 2024 and 2025.

Launching the emulation movement in 2026, Deputy Secretary of the Party Committee, Deputy Head of the Central Organizing Committee Nguyen Thanh Binh emphasized that 2026 is a pivotal year of extremely important significance, the first year of implementing the Resolution of the 14th National Party Congress, the year entering a new era of the country, with the will and determination to successfully implement the two 100-year strategic goals under the leadership of the Party, all cadres, civil servants and workers in the entire Party building and organization sector in general, the Central Organizing Committee in particular, will promote their strengths, continue the results achieved in the past time to excellently complete the important tasks in 2026; resolutely overcome limitations, overcome all difficulties and challenges, synchronously and comprehensively implement the tasks and solutions set out; clearly identify the focus, key points and breakthroughs in implementation, always be pioneers and exemplary in preventing corruption, waste and negativity; Continuously enhance the role, position, and image of the Central Organizing Committee's staff. The 2026 emulation movement with the content: The Central Organizing Committee unites, joins hands, is unanimous, strives, is determined, and advises to contribute to the successful implementation of the Resolution of the 14th National Party Congress.
