Arrest of Director of Nha Trang City Public Service Management Board

On November 26, Khanh Hoa Provincial Police prosecuted and temporarily detained Ms. Nguyen Thi Hong Sam - Director of Nha Trang City Public Service Management Board and Nguyen Van Cuong - Head of Planning and Technical Department, Nha Trang City Public Service Management Board to investigate the acts of "Violating bidding regulations causing especially serious consequences" and "Receiving bribes".

In connection with the above case, Mr. Trinh Doan Dung - Director of Dung Loi Company Limited and Ms. Phan Thi Nhu Thuy - Director of TL Nha Trang Construction Consulting Company Limited were also prosecuted and detained for the act of "Violating bidding regulations causing serious consequences".

Authorities searched the residences and workplaces of the four people. Many documents related to the case were seized to serve the investigation.

According to the initial investigation, Ms. Sam and Mr. Cuong took advantage of their positions and powers to accept bribes from consulting contractors. These two defendants illegally intervened in bidding activities, violating legal regulations on ensuring fairness and transparency in bidding activities. This action is said to have illegally benefited the construction contractor, Dung Loi Company, causing serious damage to state assets.

Ms. Phan Thi Nhu Thuy assisted Ms. Sam and Mr. Cuong in violating the law on bidding during the implementation of the consulting package to select contractors. From there, Dung Loi Company was given the opportunity to win 4 construction packages to upgrade and renovate the eastern and western sidewalks and median strips of Tran Phu Street, Nha Trang City. The above projects were all invested by the Nha Trang City Public Service Management Board.

Mr. Dung is also being investigated for fraud in bidding, intentionally providing dishonest information in Dung Loi Company's bidding documents to be considered for the above 4 bidding packages. Mr. Dung's actions were determined to be for illegal profit, causing serious consequences to state assets.

Khanh Hoa Provincial Police are currently expanding the investigation into the case.
