However, in reality, over the past years, many people have been dissatisfied, even indignant, because a segment of officials and civil servants have not properly implemented the Party's guidelines and policies, and the State's laws and regulations; in many cases, they have abused their power for personal gain, deliberately creating difficulties so that people and businesses have to offer gifts or ask for favors... This is the main reason why people's trust has declined, causing "self-evolution" and "self-transformation," and serving as a pretext for hostile forces to undermine our Party and State.

That was the opinion of war veteran Cat Van Vinh (80 years old, residing in Doai Giap residential area, Son Tay ward, Hanoi ), and it was also the opinion of many people when we asked about the necessity of building a truly clean and strong Party and government, meeting the requirements of the tasks in the new era, the era of striving, developing, and prospering for the Vietnamese nation.

Discussing this issue on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, Colonel, veteran, and pre-revolution cadre Tran Tieu (born in 1928 in Vinh Thanh commune, Yen Thanh district, now Hop Minh commune, Nghe An province; nearly 80 years of Party membership) expressed his heartfelt sentiments: “In 1945, I joined the revolution, planted the Viet Minh flag at the village communal house, then propagated, mobilized, and organized the people to fight for power in Vinh Thanh commune and Yen Thanh district. After the success of the August Revolution, I mobilized people to participate in national salvation associations and directly taught “Popular Education”… Throughout 47 years of work and until now, I have always had absolute faith in the leadership of the Party and the policies and laws of the State. However, in the past, the Party's guidelines were implemented very seriously by the cadres and Party members, so the people were truly enthusiastic and trusting. Later, due to the negative impact of the market mechanism, A segment of "public servants" live opportunistically and pragmatically, lacking integrity, only interested in doing things that benefit themselves rather than serving the people, and failing to strictly adhere to policies and laws, causing a decline in public trust in the government, especially at the grassroots level.

When asked for examples of officials failing to set a good example in implementing policies, laws, and regulations, many citizens responded: "It's all too common and everyone knows about it. The Party's resolutions and the leadership of the Party and State have repeatedly pointed this out, and proposed solutions and requirements for serious rectification and improvement. Yet, there are still instances of officials and civil servants lacking the spirit of serving the people, and even engaging in corruption and negative practices."

Many citizens have reported negative and wrongdoings by public servants, including: saying one thing and doing another; deceiving superiors and subordinates; flattering superiors and intimidating subordinates; disrespecting and failing to address legitimate and lawful requests from citizens; unfairness in handling affairs, excessive favoritism towards family members, relatives, and those who used back channels; lack of exemplary conduct in fulfilling duties and responsibilities, granting themselves "special privileges"; and a lack of enthusiasm for tasks that do not benefit them (and vice versa)...

There are many examples of actions that demonstrate a lack of professionalism befitting a "public servant," causing public dissatisfaction and even resentment. These include: families of officials owning several plots of land, including encroached land, are granted land ownership certificates quickly, while ordinary citizens, despite owning land with clear origins, are constantly harassed and denied certificates; the children and grandchildren of many officials are exempted from military service and receive invitations to events that are inappropriate, while many truly meritorious individuals are overlooked; awards (medals, certificates of merit, etc.) for collectives are often delayed due to bureaucratic procrastination, requiring intermediaries and favoritism to receive them; citizens have to queue for administrative procedures, but occasionally someone cuts in line and receives preferential treatment...

These are minor incidents that occur frequently, but there are many more serious issues, violations by some officials and civil servants, and even deliberate attempts to create difficulties so that citizens and businesses have to bribe and "grease the wheels" to get things done, while relatives and acquaintances of officials receive "special priority" (such as in the assessment of war invalids and sick soldiers, bidding, recruitment, and appointments...), causing public concern and resentment, and giving hostile forces a pretext to exaggerate, make accusations, and undermine our regime.

According to Colonel and veteran Tran Tieu: “The Party and the State need to resolutely fight against, prevent, and eliminate cadres, Party members, civil servants, and public employees who are unworthy of being ‘public servants,’ who do not work for the people, the country, or the collective but only for self-interest. These individuals are the ones who cause the dangers of ‘self-evolution,’ ‘self-transformation,’ and hinder the country’s development. If the ‘public servants’ are all good, correctly implementing the Party’s policies and laws, then no enemy can oppose them, because our people see the Party’s guidelines and policies as correct and are always united and wholeheartedly follow the Party. The problem is that a significant number of those responsible for implementation have deliberately acted wrongly, so we must resolutely purify and overcome these ‘corrupt bridges’ so that the Party’s will always aligns with the people’s will.”

How can we eliminate "fake public servants" and "corrupt intermediaries"? Many propose a fundamental solution: "Actions speak louder than words"—first and foremost, we need to care for and ensure a good standard of living and income for officials and civil servants so they can work with peace of mind, free from the pressure of providing for their basic needs. Next, we must expand the transparency of policies and regulations regarding the rights, responsibilities, and obligations of officials and civil servants; simultaneously, we must strengthen inspection and supervision, especially by promoting the supervisory role of the people through various means, establishing hotlines and email addresses for convenient and objective reporting and handling of complaints; and implement a strict system of rewards and punishments with sufficient deterrent power to prevent violations and encourage those who perform well.

In his work "Revising Working Methods," written in 1947, President Ho Chi Minh clearly stated: We must vigorously practice criticism and self-criticism; we must resolutely enforce discipline; "Wherever mistakes are made, whoever makes mistakes must immediately correct them. We must resolutely combat favoritism and concealment"; "With skillful control, all shortcomings will be revealed, and moreover, with skillful inspection, shortcomings will certainly decrease later"...
