Hanoi Convention: A strong message of multilateralism in action

UNODC Chief of Office, Ms. Xiaohong Li, believes that once it enters into force, the Convention will become an effective and comprehensive global legal framework to deal with cybercrime.

The signing ceremony of the United Nations Convention against Cybercrime ( Hanoi Convention) with the theme "Combating Cybercrime - Sharing Responsibility - Looking Forward" will take place from October 25-26 in Hanoi.

On this occasion, Head of the United Nations Office on Drugs and Crime (UNODC), Ms. Xiaohong Li, gave an interview to VNA reporters in New York about the meaning and importance of the event.

According to Ms. Xiaohong Li, the strong development of information and communication technology in recent years is changing society, helping to solve governance problems and promote sustainable development.

However, technology not only brings new opportunities, but also poses global threats, including cybercrime.

According to a newly released report by UNODC, East Asia and Southeast Asia are the regions facing a sharp increase in cybercrime rates between 2021 and 2024, causing losses of more than 37 billion USD.

This reality shows that cybercrime is now a global threat and challenge, requiring the international community to have a global response.

In that regard, she said the birth of the United Nations Convention against Cybercrime is a historic milestone. This is the first non-criminal convention related to cyber governance, providing comprehensive and multi-sectoral measures and tools to prevent and deal with cybercrime.

Several features of the Hanoi Convention help to harmonize national laws on different offences, such as online fraud, and establish law enforcement measures.

Regarding the issue of collecting and storing electronic data, the Convention provides mechanisms and measures to promote international cooperation, including multilateral support in storing, collecting and sharing electronic data, extradition, etc.

In particular, the Convention establishes a 24/7 hotline, allowing stakeholders to respond more quickly to emergencies and cross-border incidents.

In addition, the Convention provides a basis for comprehensive preventive measures against cybercrime to address this type of crime “at its roots”, enhancing technical cooperation and capacity building to narrow the technology gap between countries.

According to Ms. Xiaohong Li, the United Nations Convention against Cybercrime also aims to protect human rights, with strong legal tools.

She believes that once it enters into force, the Convention will become an effective and comprehensive global legal framework to deal with cybercrime.

Regarding Vietnam’s role in the process of developing and ratifying the Convention, Ms. Xiaohong Li expressed her confidence and appreciation for Vietnam’s leadership and collective spirit in organizing the opening ceremony for the Convention. She emphasized that this is an important event and milestone reflecting Vietnam’s commitment to collective solutions to global threats.

Vietnam played a constructive and inclusive role throughout the five-year negotiation process, helping to narrow differences, leading to the signing ceremony in Hanoi.

She stressed that the United Nations' consensus in choosing Hanoi as the venue for the signing ceremony is a strong message, clearly demonstrating multilateralism in action.

Vietnam has demonstrated its prestige and position as a responsible member and reliable partner, always playing a constructive role in the United Nations and the international community.

The event of organizing the signing ceremony of the United Nations Convention against Cybercrime with the theme “Combating Cybercrime - Sharing Responsibility - Looking to the Future” in Hanoi is even more meaningful in the context of Asia becoming the region facing the greatest threat from cybercrime. She expressed her belief that Vietnam will continue to play an active role in protecting and implementing the convention.

Sharing about the next steps, Ms. Xiaohong Li said that after the signing ceremony in Hanoi, the United Nations will continue the process of signing the Convention at its headquarters in New York (USA), or a designated location.

The next step is the national ratification process, carrying out internal legal procedures to ratify or adopt the Convention within 90 days. According to regulations, the Convention will enter into force after at least 40 countries have signed and ratified it in accordance with the procedure.

During this period, UNODC will continue to support members, such as providing legal advice, strategies, building and developing national capacity on digital forensics and promoting international cooperation and exchange...

UNODC will act as secretariat in future conferences of the Parties to the Convention.

According to the plan, the Convention members will meet in January 2026 in Vienna (Austria) to discuss procedural rules for countries participating in future conferences./.
