The National Assembly's Finance and Budget Committee's supervisory delegation worked with the Provincial People's Committee.

On the morning of September 18th, the Supervisory Delegation of the National Assembly's Finance and Budget Committee, led by Ms. Vu Thi Luu Mai, Vice Chairwoman of the Committee, held a working session with the Ninh Binh Provincial People's Committee to discuss several issues related to the implementation of state finance and budget, public investment, and some resolutions of the National Assembly.

Receiving and working with the delegation were: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council; leaders of several relevant departments and agencies, the Office of the National Assembly Delegation and the Provincial People's Council, and the Office of the Provincial People's Committee.

At the working session, Vice Chairman of the Provincial People's Committee Tran Song Tung reported to the Supervisory Delegation on the main contents, including: the situation of the implementation of the state budget in 2023, the state budget estimates and central budget allocation for 2024; the situation of the implementation of public investment in 2023, the public investment plan for 2024; the mid-term assessment of the results of the implementation of the 5-year plans (2021-2025) on national finance and public borrowing and repayment, the medium-term public investment plan; the situation of the implementation of Resolution No. 74/2022/QH15 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste, and Resolution 43/2022/QH15 of the National Assembly on fiscal and monetary policies supporting the socio-economic recovery and development program.

Accordingly, in 2023, Ninh Binh was assigned a state budget revenue target of over 21 trillion VND by the Central Government. However, due to the difficult economic situation, the real estate market downturn; the sharp decline in production and business activities of enterprises, especially those in the automotive manufacturing and assembly industry, cement production and trading... In addition, the impact of fiscal policy has resulted in lower state budget revenue in the first eight months of the year compared to the projected target, and the projected revenue for the whole year is expected to fall short of the target. Currently, 8 out of 16 revenue items have not met the targets set by the Central Government and the Provincial People's Council.

Regarding the allocation of budget expenditures, it is carried out in accordance with the provisions of the State Budget Law and its guiding documents, ensuring strict control of expenditures, adherence to purposes, standards, and norms, and transparency. Based on the assessment of estimated state budget revenue in 2023 and the projected socio-economic situation in 2024, the province has prepared the 2024 state budget estimate and submitted it to the Ministry of Finance and the Ministry of Planning and Investment for appraisal.

Regarding the disbursement of the National Target Program, in 2022 and 2023, Ninh Binh province allocated funds from the local budget to implement the program, thereby contributing to changing the appearance of rural and mountainous areas in the province, and gradually improving the lives of the poor.

Recognizing that the disbursement of public investment capital is one of the province's key political tasks, the Provincial People's Committee has focused on allocating and assigning detailed public investment plans according to the category and capital level of each project; issuing numerous directives to rectify, strengthen, and improve the quality of public investment management. As a result, Ninh Binh province is expected to achieve the public investment capital disbursement target as required by the Government (a minimum disbursement rate of 95% of the allocated plan)...

Regarding the work of practicing thrift and combating waste, the Provincial People's Committee has directed and organized the serious implementation in various fields, resulting in many positive changes. Measures to save money and combat waste have focused on key areas; the management and use of assets and funds from the state budget are basically in accordance with established norms and regulations...

Ninh Binh province proposed that the annual allocation of central government budget funds should be carried out earlier; and that the decentralization of state budget management to localities should be strengthened...

During the working session, members of the Supervisory Delegation and delegates exchanged and discussed several issues related to budget revenue and expenditure, the reasons affecting Ninh Binh's 2023 budget revenue, as well as the sustainability and proactiveness of the local budget revenue and expenditure; the recovery of outstanding tax debts; debts related to basic construction investment; and the basis for building the 2024 state budget revenue and expenditure estimates... They also shared the difficulties and obstacles arising from the practical implementation process that the province is facing.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc provided a brief overview of the province's socio-economic development from the beginning of the term to the present. He noted that despite numerous difficulties, Ninh Binh's economy maintained a relatively high growth rate in 2021 and 2022, and the first six months of 2023. The socio-economic situation remained stable, and the lives and jobs of the people were ensured. Ninh Binh is focusing on preserving and promoting its historical, cultural, and natural values ​​to become a national tourism center... and transforming its economic development towards a green and sustainable direction. However, facing immediate challenges, the province is striving to calculate and develop a budget management plan to meet regulations and support economic development.

The Chairman of the Provincial People's Committee thanked the Supervisory Delegation for taking the time to listen to the difficulties and obstacles arising from the local reality, so that they can advise the National Assembly and the Government to promptly resolve them, creating momentum for the development of the locality in particular and the whole country in general.

Concluding the monitoring session, Ms. Vu Thi Luu Mai, Vice Chair of the National Assembly's Finance and Budget Committee, shared her understanding of the difficulties Ninh Binh province faced in implementing the state budget plan for the first eight months of the year. Besides objective reasons, many factors related to institutions, mechanisms, and policies contributed to the revenue reduction. She requested the province to review and accurately verify all content and data in the reports so that the monitoring team has a legal basis to compile and report to the National Assembly and relevant ministries and agencies.

The Deputy Chairman of the National Assembly's Finance and Budget Committee also highly appreciated the province's tax management and collection practices, as well as its public investment disbursement. However, he hoped the province would carefully assess and review all revenue sources and explore further opportunities to increase revenue.

In addition, attention should be paid to improving the quality of budget planning, ensuring it is close to reality; definitively resolving the issue of outstanding debts for basic construction; continuing to implement solutions to ensure a good balance of revenue and expenditure for local budgets; reviewing and studying adjustments to the list and structure of public investment to ensure suitability; and accelerating the disbursement of investment capital...
