Urgent search for missing victims at the spillway of Xuan Phu commune

On the afternoon of October 21, according to a report from the Defense Command of Region 4 - Ban Thach (Da Nang city), the authorities are making efforts to search and rescue a missing victim at the spillway in Huong An Dong village (Xuan Phu commune, Da Nang city).

Accordingly, from noon on October 21, the Defense Command of Zone 4 - Ban Thach received a report from the locality about a resident herding cows, suspected of falling into the water and missing in the spillway area mentioned above. The Command organized forces to search and rescue. The force coordinated with local authorities and the Quang Nam SOS team to urgently deploy a search plan within a radius of about 1 km from the spillway location.

After many hours of searching, the rescue team is expanding the search area in suspected areas. Although the rescue work is facing many difficulties due to heavy rain, rising river water and complex terrain, with a high sense of responsibility, officers and soldiers of the Defense Command of Area 4 - Ban Thach are determined to continue to closely coordinate with search forces for victims as soon as possible.

According to Ms. Nguyen Thi Thu Thuy, Deputy Secretary of the Party Committee and Chairwoman of the People's Committee of Xuan Phu Commune, as of 5:30 p.m. the same day, the search and rescue work was still being carried out. Currently, the functional forces, local authorities and people have reached more than 50 people coordinating the search, all making efforts with the hope of finding the victims soon before storm No. 12 makes landfall.

Meanwhile in Hue , on the afternoon of October 21, the Hue City Civil Defense Command requested units and localities to continue to strengthen prevention and control of storm No. 12 and heavy rain.

The agency requires units, localities and people to regularly monitor and update storm developments on mass media; increase warnings about natural disasters, thunderstorms, tornadoes, lightning, strong winds, high tides, and storm surges so that people, agencies, units and businesses can proactively take precautions.

At the same time, instruct schools and educational and training establishments to base on the actual situation and the development of local floods to arrange appropriate study schedules, ensuring the safety of students and teachers when natural disasters occur. On the other hand, notify business owners about the situation of storms and strong winds to proactively develop production plans, arrange appropriate working hours; ensure the safety of workers during the process of going to and from work, and prevent damage caused by natural disasters, storms, lightning and strong winds.

The Hue City Police Department has requested its subordinate units to seriously implement approved plans and schemes; regularly monitor and grasp weather developments to proactively deploy "three must-dos" including prevention - response - recovery; and at the same time effectively implement the "4 on-the-spot" motto (command, forces, means, logistics).

Police of local units, especially wards and communes in low-lying areas and areas at high risk of landslides, should strengthen inspection and review of areas at risk of deep flooding, landslides, and flash floods; proactively advise Party committees, authorities, and localities to propagate and evacuate people from dangerous areas; support in reinforcing houses, headquarters, and production and business establishments; and prepare rescue plans in case of emergencies.

The Hue City Border Guard Command has directed coastal border units to closely coordinate with local authorities to guide and call on ships to take shelter in safe places; to review and make statistics to ensure that there are no more vehicles operating at sea. Up to now, all 1,075 ships and over 7,650 workers have been arranged to anchor safely. The Hue City Border Guard Command has also directed units to proactively grasp the situation, forecast the storm's developments; to coordinate with local authorities to review and make plans to promptly support and evacuate people in vulnerable areas to safety.

Hue city authorities warn that from October 22 to 24, at sea, there will be strong winds of level 6 - 7, gusts of level 8 - 9, rough seas, waves of 1.5 - 3; in the mainland coastal areas, there will be strong winds of level 5, sometimes level 6, gusts of level 7 - 8. During this time, on the mainland of Hue city, there will be heavy to very heavy rain; total rainfall for the entire period is commonly from 250 - 500mm, in some places over 600mm. Localities need to proactively prepare plans to respond to heavy rain with an intensity of over 100mm/hour and over 200mm in 3 hours, which can cause urban flooding and widespread flooding throughout the city.

On October 21, some low-lying roads in communes such as Quang Dien and Dan Dien experienced localized flooding, affecting traffic.
