Consulting on the Law on Finance

In preparation for the 9th session of the 15th National Assembly , this morning, the Provincial National Assembly Delegation coordinated with the Department of Finance to organize a Conference to collect comments on draft laws on the financial sector. Comrade Tran Dinh Gia, Deputy Head of the Provincial National Assembly Delegation and leaders of the Department of Finance chaired the Conference.

Overview of the conference to collect comments on draft laws in the financial sector organized by the Provincial National Assembly Delegation in coordination with the Department of Finance on the morning of April 23.

The conference sought comments on the draft of the State Budget Law (amended); the Enterprise Law and the Planning Law. Regarding the State Budget Law (amended), delegates proposed to amend and supplement the provisions on the allocation of funds to repay advanced capital to the Funds when implementing compensation, support and resettlement.

Supplementing regulations on temporary budget allocation for cases of mergers and separations of agencies, units and localities; expanding the scope of rewards from the central budget for cases where the tax revenue from export and import activities increases compared to the central budget estimate. Regarding the Law on Planning, delegates proposed supplementing regulations allowing the implementation of a shortened process for cases of planning adjustments that combine adjustments with other contents; Studying to remove the procedure of requesting approval for provincial planning adjustments and assigning the tasks of adjusting provincial planning to the provincial People's Committee.

Provincial People's Council delegates, representatives of specialized departments and relevant agencies attended the conference to contribute ideas to the drafting of financial sector laws.

There should be specific regulations on the validity period of the planning and implementation plan until the adjustment is completed. Commenting on the Enterprise Law, delegates proposed to add a regulation that enterprises are not allowed to use protected brand names to form the enterprise's own name; Add regulations on the time limit for amendments and supplements to the dossiers that enterprises submit directly. Regarding the content of the notification of changes in business lines, it is recommended to add the content of consulting the investment registration agency for enterprises with foreign investment capital.
