This morning, November 5th, the Quang Tri Provincial Police Department held a conference to summarize 10 years of implementing Government Decree No. 06/2014/ND-CP dated January 21, 2014, on measures to mobilize the public to protect national security and maintain social order and safety (Decree No. 06), and to commend outstanding examples of veteran members, farmers, and women in the nationwide movement to protect national security, from 2019 to 2024. The Director of the Provincial Police Department, Colonel Nguyen Duc Hai, and the Vice Chairman of the Provincial People's Committee, Hoang Nam, attended the conference.

Over the past period, the Provincial Police have closely followed the contents of Decree No. 06, proactively advising the Provincial Party Committee and the Provincial People's Committee to issue resolutions, directives, programs, and plans to effectively implement the movement of the entire population protecting national security; at the same time, directing, guiding, inspecting, and urging police units and localities to do a good job of advising Party committees and local authorities on the content and measures to mobilize the masses to protect national security, maintain social order and safety, build the movement of the entire population protecting national security, and fight against crime and social evils.
The work of disseminating information and mobilizing the public to participate in protecting security and order has been widely implemented by police forces at all levels, reaching officials, workers, employees, and the general public.
This will create a positive shift in the awareness and responsibility of officials, Party members, Youth Union members, association members, and the people, making a significant contribution to the cause of protecting national security, maintaining social order and safety, and effectively serving socio-economic development in the new situation.

According to statistics, the province currently has 43 models of nationwide security protection based on self-prevention, self-management, self-protection, and self-mediation in security and order, with 883 operational points in communes, wards, towns, agencies, businesses, and educational institutions, attracting the participation and support of a large number of people. Notably, 3 models have been announced by the Ministry of Public Security for nationwide implementation.
Over the past 10 years, the public has provided over 14,500 pieces of information, of which more than 9,500 were valuable, helping the police force effectively combat various types of crime and social evils. Authorities have also encouraged the public to surrender over 113 military weapons, 140 rudimentary weapons, 12,767 bullets, warheads, bombs, bomb casings, grenades of all kinds, 1,244 supporting tools, and hundreds of homemade guns and other dangerous toys...
Despite the achievements, the work of disseminating information and mobilizing the public to participate in maintaining security and order has been slow to innovate and lacked creativity, leading to low effectiveness in some areas. The content, quality, and effectiveness of some models for mobilizing the public to participate in self-prevention, self-management, self-protection, and self-mediation regarding security and order are still limited; the core force in some areas is still lacking and weak, failing to meet the requirements...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Nam acknowledged and commended the achievements of the police force, the Fatherland Front , various organizations, agencies, and units in the 10 years of implementing Government Decree No. 06 and the 5 years of coordinating efforts to build the nationwide movement for protecting national security.
To further inspire and promote the responsibility of all segments of the population in the cause of protecting national security and maintaining social order and safety, it is requested that the police force continue to focus on intelligence gathering, analysis, and forecasting.
From there, we can effectively advise Party committees and governments at all levels on propaganda and ideological education to help the people understand the requirements and tasks of protecting national security and ensuring social order and safety in the new situation.

Continue to build a clean, strong, and politically steadfast People's Public Security force with good moral character and lifestyle, playing a core role in the cause of protecting national security and maintaining social order and safety.
Organizations and associations need to innovate the content and methods of mass mobilization in organizing the nationwide movement to protect national security.
Continue to effectively implement programs, plans, and coordination regulations to build a people's security posture, linked with a solid foundation of public support, and to leverage the combined strength of the entire political system and the great national unity.

The nationwide movement to protect national security should be linked with the implementation of campaigns and patriotic emulation movements launched by various levels of associations and sectors.
Regularly conduct thorough reviews and summaries, replicate successful models and innovative approaches; promptly encourage and reward collectives and individuals with outstanding achievements in implementing the nationwide movement to protect national security.
In particular, attention should be paid to the role of village elders, community leaders, and influential figures in the community to effectively carry out mobilization, propaganda, and crime prevention work in residential areas.

On this occasion, the Central Committee's Department of Mass Mobilization awarded the "For the Cause of Mass Mobilization" commemorative medal to four individuals in the provincial police force for their significant contributions to the Party's mass mobilization work.
The Provincial People's Committee, the Provincial Police Department, the Provincial Veterans Association, and the Provincial Women's Union awarded certificates of merit and commendations to many collectives and individuals for their outstanding achievements in implementing the nationwide movement to protect national security during the period 2019-2024.
