
The Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair includes a dedicated road for transporting goods in the area of landmarks 1119-1120 (Huu Nghi - Huu Nghi Quan), a dedicated road for transporting goods in the area of landmarks 1088/2-1089 (Tan Thanh - Po Chai), and a customs clearance area of landmarks 1104 - 1105 (Coc Nam - Lung Nghiu).
The pilot two-way freight transport through the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair is expected to facilitate traffic management and easy document checking, thereby reducing transportation costs and increasing customs clearance capacity.
To carry out smooth two-way cargo transportation, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone requires businesses transporting export or import goods to declare and register their needs with the Border Guard and Customs forces at the border gate. Two-way cargo transport vehicles must carry out the loading and unloading of goods at the wharf area to ensure inspection and assembly conditions according to legal regulations and meet the management requirements of the functional forces of each side.
Two-way freight vehicles, after completing delivery procedures, may only stop at the opposite water port for no more than 36 hours. For non-two-way freight vehicles, they must exit the country within 24 hours after completing delivery procedures.
The Management Board of Dong Dang - Lang Son Border Gate Economic Zone noted that goods on the vehicle when delivering and receiving each direction (export or import) must be goods of one enterprise or owner. For agricultural products, only one item per vehicle can be transported; for electronic components and other goods, they must be transported by standard containers or vehicles that ensure technical safety according to the requirements of each party. For combined vehicles, the two-way freight transport method will not be implemented in the pilot period.
The Border Gate Management Center under the Dong Dang - Lang Son Border Gate Economic Zone Management Board is the focal point for implementing the pilot. During the initial implementation period, the Center will support businesses on both sides to exchange information on vehicles and goods to coordinate in performing related tasks. After stable operations, businesses on both sides will exchange, agree on implementation and register with the authorities for management and supervision.
