Towards the 14th Party Congress: Keyword 'for the people' stands out

The first notable thing about the connection between the content of the Draft Political Report and the keywords "for the people", "serving the people", "of the people" is the lesson learned after 40 years of renovation.

That is to thoroughly understand and practice the viewpoint "People are the root".

In the Draft Report, the Party Central Committee emphasized: Understanding must be "deep" and practice must be "thorough". There is no room for "superficial understanding" and "half-hearted practice".

"People are the root", meaning we must promote the role of the subject and the central position of the people.

According to the Draft Report, all policies and guidelines must truly originate from the aspirations, rights, legitimate and legal interests and happiness of the people. Truly trust, respect and promote the people's right to mastery. Persistently implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit". Strengthen the close relationship between the Party and the people, rely on the people to build the Party and the political system. Take the satisfaction, trust of the people, businesses and work efficiency as criteria for evaluating cadres. Strengthen and effectively promote the strength of the people and the great national unity bloc.

The renovation process in our country is about to enter its 40th year. Over the same number of years, our Party has gradually perfected its theory on the renovation policy - the overall viewpoints, goals, visions, and orientations for developing and protecting the country.

The Draft Report emphasizes that the innovation path must clearly demonstrate that the people are the center and the subject of all policies and strategies; in the innovation process, it is necessary to establish a model of Vietnamese socialism with three fundamental pillars - a socialist-oriented market economy; a Vietnamese socialist rule-of-law state of the people, by the people, for the people under the leadership of the Communist Party of Vietnam ; and socialist democracy.

The results of the implementation of the Resolution of the 13th National Party Congress and the country's achievements after 40 years of renovation are clearly stated in the first section of the Draft Report. Accordingly, the fields of cultural, human and social development have made much progress; the fields of social security and people's lives have been increasingly improved.

The Party and State's policies and guidelines on comprehensive human development are increasingly comprehensive, focused and substantial. The discovery, attraction, training and use of talents have initially had positive changes. The Human Development Index (HDI) has improved significantly, up 14 places, reaching 0.766 points, belonging to the group of countries with high human development. The happiness ranking index has increased 33 places compared to the beginning of the term, ranking 46/143 countries.

The Government has exempted or subsidized tuition fees for preschool children, primary school students, and students of general education programs in the national education system.

Economic growth in our country is more closely linked to ensuring social progress and equity; the State has prioritized allocating resources for social security and human development. The material and spiritual life of the people has been significantly improved.

Policies and solutions for sustainable poverty reduction are implemented synchronously and effectively in the spirit of "leaving no one behind". The multidimensional poverty rate will decrease from 4.4% in 2021 to 1.3% in 2025. By September 2025, our country will complete the elimination of temporary and dilapidated houses nationwide. The number of people receiving regular social assistance will be expanded, reaching over 3.5 million people in 2025, of which 55% are elderly people.

The health care system and people's health care have made positive progress. The implementation of the health insurance system for medical examination and treatment has been focused on. The health insurance coverage rate increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy and health index of the whole country have improved - by 2025, the average life expectancy in our country will be 74.8 and the number of healthy years will be about 67.

In the Draft Report, the Central Executive Committee also highly appreciated the results of mass mobilization work because this field contributed to strengthening the close relationship between the Party and the people. Party committees at all levels have focused on dialogue, listening to opinions, promptly resolving people's legitimate concerns and recommendations, promoting the role of the people in participating in building the Party and the political system, contributing to strengthening people's trust in the Party.

The Party Central Committee especially emphasized the results of the apparatus revolution of the political system at the end of the 13th Congress term: the two-level local government apparatus has become more streamlined and more effective, closer to the people, and better serving the people.

One of the guiding viewpoints set out in the Draft Report for national development in the 2026-2030 period is to promote the strength, mettle, and intelligence of the Vietnamese people, the great national unity bloc, and the people's hearts; combine national strength with the strength of the times. Strengthen the close relationship between the Party, the State, and the people; promote socialist democracy and the people's mastery.

The viewpoint of "taking people as the root" in the Draft Political Report submitted to the 14th National Party Congress is inherited from documents of previous congresses.

Summarizing 35 years of innovation and 30 years of implementing the Platform for national construction during the transition period to socialism, a lesson learned by the 13th National Party Congress is: “We must always thoroughly grasp and seriously implement the viewpoint of “taking the people as the root”; the people are the center and the subject of the innovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the aspirations, rights and legitimate interests of the people; take the happiness and prosperity of the people as the goal to strive for, consolidate and strengthen the people's trust in the Party, the State and the socialist regime”.
