The delegation of the Vietnam Expressway Administration inspected the construction site of the Tuyen Quang - Ha Giang expressway through Tuyen Quang province.
Working with the delegation were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, localities, and representatives of project contractors.
Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Tuyen Quang province has a total length of 77km, passing through Yen Son, Ham Yen districts, Tuyen Quang city, Tuyen Quang province, with a total investment of 6,800 billion VND.
Up to now, the construction site has been handed over 57/69.7km, reaching 82%; localities are implementing the construction of 24/24 resettlement areas; simultaneously constructing 6 road construction packages and 17/24 bridges on the route, with 80 construction teams, nearly 500 machines and equipment. The total accumulated implementation value reached more than 662 billion VND, equivalent to about 13.32% of the contract value.
Comrade Le Dinh Tho, former Deputy Minister of Transport , Head of the Advisory Group of the Minister of Transport, spoke at the meeting.
There are currently about 200 bottlenecks on the route. The construction process has encountered many difficulties such as heavy rain affecting the progress of excavation and filling...
To speed up the progress, Tuyen Quang province has launched a competition to complete the Tuyen Quang - Ha Giang Expressway Construction Project (Phase 1) in response to the Prime Minister's emulation campaign on implementing the peak emulation campaign "500 days and nights of competition to complete 3,000 km of expressway".
Accordingly, the province strives to complete site clearance by the end of 2024; complete road grading by June 30, 2025; and basically complete the route by December 2025. The province commits to closely monitor, avoid waste, and bring about investment efficiency.
Speaking at the meeting, comrade Le Dinh Tho requested: the issue that Tuyen Quang province needs to pay the most attention to now is adjusting the overall investment policy of the Tuyen Quang - Ha Giang expressway project to create a premise for investment in phase 2. Investors, consultants, and supervisors must tighten investment and construction management, upholding a sense of responsibility in implementation. The quality of the project, especially the roadbed, must be ensured so that the project is sustainable when put into operation.

Clarifying some difficulties in the construction process of the Tuyen Quang - Ha Giang expressway project through Tuyen Quang, comrade Nguyen Manh Tuan, Vice Chairman of the Provincial People's Committee emphasized some reasons for the slow progress due to heavy rain (4 months), so the construction of roads and resettlement areas could not be organized.
The province strives to complete the construction of resettlement areas by November 30, organize the relocation of resettled households by December 30, and basically complete the site clearance work. He requested the investor, the consulting and supervising units, and the contractors to be strict during the construction process.
The Vice Chairman of the Provincial People's Committee requested the Vietnam Expressway Administration to advise Tuyen Quang province to adjust the investment policy to ensure feasibility when implementing.
